I.1.
De geïndustrialiseerde wereld spaart kortom te weinig en leent te veel.
Het in het midden laten, zoals bij de huidige kabinetsplannen, komt neer op een theoretische gelijkheid van de misere en een feitelijke ongelijkheid van kansen -iedereen mag studeren,
maar moet ophouden na drie jaar, tenzij hij/zij kan betalen of wil lenen.

De rest wordt op de kapitaalmarkt geleend.
Nagenoeg ieder land dat een betrouwbaar beleid voert, kan geld op de kapitaalmarkten lenen en heeft de Wereldbank of het IMF niet meer nodig.
Voor dit 'toongeld-fonds' heeft het ministerie een aparte ,,regeling met een bank'' getroffen. Een aantal geselecteerde politiechefs kan het geld daar ten behoeve van hun rechercheurs

Policy makers rarely start from first principles but borrow and adapt structures and procedures which they see operating effectively elsewhere.
